Some of the best-preserved Roman ruins in North Africa can be seen in Djémila, formerly Cuicul, a small mountain village in Algeria, close to the northern shore east of Algiers. It is located in the area that borders Petite Kabylie and the Constantinois. Because of its exceptional adaptation of Roman architecture to a mountain setting, Djémila was named a UNESCO World Heritage Site in 1982. The theater, two fora, temples, basilicas, arches, streets, and dwellings are among the important structures of ancient Cuicul. The forum of the Harsh is a sizable paved square with a grand arch marking its entrance, and the ruins are remarkably well preserved. The city, known as Cuicul, was constructed as a Roman military garrison on a narrow triangular plateau in the province of Numidia in the first century AD, at an elevation of 900 meters above sea level. Because it is situated at the meeting point of two rivers, the terrain is a little rough. Builders of Cuicul adhered to a conventional layout, with two main streets—the Cardo Maximus and the Decumanus Maximus—forming the major axes and a forum at the middle. A colony of Italian Roman troops first settled in the city, which later developed into a sizable commerce hub. Cereals, olive trees, and farms were the main agricultural resources that fueled the city-development. Officials of Cuicul demolished sections of the old ramparts and built a new forum under rule of Caracalla in the third century. The edifices that were built around it were bigger and more striking than those that encircled the ancient forum. Because the topography made construction difficult, the theater was built outside the town walls, which was unique. Cuicul, which had an estimated 10,000 inhabitants in late antiquity, was located in the Roman province of Mauretania Sitifensis. After the Roman Empire collapsed in the fifth and sixth centuries, the city gradually fell into oblivion.
