When the Istari and Eldar learned that there was an evil force living in Dol Guldur in Mirkwood about the year TA 1100, some believed that a Nazgûl had returned to haunt the world or that a new evil was emerging, but Gandalf started to worry that Sauron himself might have made a comeback. Both the genesis of evil and its growth and dissemination persisted over the next two centuries. In TA 2063, Gandalf visited Dol Guldur to learn its secret. But when Gandalf arrived, the Necromancer fled, making it impossible for Gandalf to recognize him. The evil there appeared to stop after visit of Gandalf, and its absence permitted a few centuries of peace. The Nazgûl had utilized the nearly four hundred years of that tranquil time, known as the Watchful Peace, to get ready for return of Sauron in TA 2460. Three years later, after realizing the evil was back, Galadriel reassembled the White Council, which was made up of Saruman, Gandalf, Elrond the Half-elf, and herself. Galadriel wanted Gandalf to be the head of the Council, but he declined, preferring to remain independent and not establish any roots. Saruman, with his extensive knowledge and expertise, assumed this role. Later on, though, he became envious of and terrified of Gandalf, which contributed to his eventual treachery.
